How to Apply

**For 2021-22 applicants**

Please contact HEOP Staff if you have any difficulties submitting the requirements below. We understand these are challenging times and want to work with each of you. We will be as flexible as possible with the requirements that allow flexibility.

Transfer Students

Only students that were in an opportunity program at their previous institution(s) are eligible to be considered for HEOP as a transfer student. Please inform your Admissions counselor and/or contact the HEOP Office if you were ever enrolled in EOP, HEOP, SEEK, or CD (College Discovery).

Transfer students must complete an HEOP application and an interview with HEOP Staff. An HEOP Transfer Form must also be completed by the previous institution. We can assist with the form once an application has been submitted.

New Students

There are several steps in the application process. Don’t worry – we’re here to help! To apply, submit the following:

  • Paul Smith’s College admissions application
  • HEOP application
  • Two letters of recommendation from teachers, guidance counselors or employers
  • Verification of 2019 and 2020 household income by IRS tax transcripts
  • An essay discussing each of the following topics:
    • How you felt growing up in your family (positive and negative experiences)
    • How you felt growing up in your community (positive and negative experiences)
    • How you felt growing up in your school (positive and negative experiences)
    • People you care about in your life
    • Your future expectations

  • An interview with HEOP staff

Meet the Team


My role is to maintain and administer the Arthur O. Eve Higher Education Opportunity Program grant from New York State. This includes periodic reporting on the program's activities and effectiveness. I am also the academic advisor for juniors and seniors in HEOP.
